JOB POSTING: HEALTHY START PROGRAM MANAGER
Health Care Coalition of Southern Oregon (HCCSO) is a non-profit organization whose mission is to advance health equity through partnerships with non-profit community health centers, public health agencies and other community partners. HCCSO serves as the lead organization for a Federal Healthy Start Grant. We are looking for a Program Manager, a position that is housed in our Medford office, with frequent travel to Josephine and Douglas Counties.
Healthy Start is a National Program, funded by the federal Health Resources and Services Administration (HRSA)’s Bureau of Maternal and Child Health (MCHB). Its purpose is to reduce disparities in infant mortality, reduce adverse perinatal health outcomes, and improve a broad array of perinatal health indicators, including birthweight, entry to prenatal care, and number of births to adolescents. Healthy Start of Southern Oregon contracts with Josephine County Public Health, Siskiyou Community Health Center, and United Community Action Network (UCAN) to provide outreach, case management, and service coordination to women residing in Josephine and Douglas counties. Healthy Start also aims to drive collective impact and systems change at the regional level, through coordination, integration, and mutually reinforcing activities among health, social services, and other providers and key leaders in the community.
As Healthy Start Program Manager, you will assume the day-to-day responsibility for the management and implementation of Healthy Start of Southern Oregon in Josephine and Douglas Counties. You will also play a key coordinating role in developing and supporting Collective Impact activities in Southern Oregon. You will conduct regular site visits to Healthy Start sites, to provide support, assistance, training, and to monitor progress. You will coordinate on-going training activities to ensure that Healthy Start field staff are adequately trained, and provide support and assistance to sites during transitional periods. You will work closely with program sites and the Program’s Data Analyst to ensure the accuracy and reliability of program data, and to support program staff in using the National Healthy Start Data Base. You will serve as liaison between the federal project and the local community, and keep abreast of all program requirements. You will serve on the leadership team of Douglas and Josephine County’s Perinatal Task Forces, and help to engage key stakeholders in collective impact activities related to perinatal health and health disparities. You will have a strong commitment to and experience with Maternal and Child Health issues.
- Understanding of perinatal health issues and public health principles related to maternal and child health
- Higher Education Degree in public health or related field and/or relevant experience.
- Minimum of two years work experience in a case management environment
- Experience with data bases, statistics and evaluation
- Proven ability to think strategically, develop and implement effective work plans.
- Able to manage complex tasks and meet deadlines.
- Demonstrated experience in program management or leadership role.
- Excellent written and interpersonal communication skills
- Proficient with Word, Excel, Powerpoint, Google Docs
- Successful experience convening and working with community-based organizations and community stakeholders.
- Must be able to travel between Jackson, Josephine and Douglas Counties and to Washington, D.C. for grantee meetings.

BENEFITS & WAGES
Hiring Salary Range is $51,000 - $61,000. Generous paid time off, monthly fringe benefit allowance, and the option for salary deferral to an employer-sponsored 403-b Retirement Plan.
