Job Summary

The Behavioral Services Director provides leadership, strategic direction and management necessary to provide clinical, operational and administrative oversight of the day-to-day operations in the Behavioral Health and Behavioral Medicine departments. Oversees the Behavioral Medicine Predoctoral Internship.

Job Specific Competencies

Provides and is accountable for the strategic direction, leadership, vision, direction, development and maintenance of outpatient Behavioral Health services.

Provides day-to-day leadership and management of assigned departments that mirrors the adopted mission and core values of the organization.

  1. Directly supervises Behavioral Health clinical and administrative staff.
  2. Ensures supervisory controls are in place for all staff.
  3. Leads behavioral health clinical staff recruitment and retention planning and implementation. Seeks out ways to maximize staff productivity and longevity.

Establishes productivity standards and measurements of effectiveness of staffing, policies and procedures in assigned departments.

Ensures that the Behavioral Health department is in compliance with all agency policies, procedures and guidelines, as well as federal, state and local laws and regulations applicable to behavioral health services. These regulations include, but are not limited to, Mental Health Division standards, Regional Support Network (RSN) contract compliance, Joint Commission, OSHA, HIPAA, and the ADA.

Maintains detailed working knowledge of state and county mental health systems, including the RSN, and serves as the CVCH representative at RSN Provider Management meetings.

Oversees department’s participation in the Quality/Risk Management activities and Quality Improvement program. Monitors and implements quality assurance reviews.

Responsible for creating and monitoring departmental budgets including capital and operating budgets.

  1. Analyzes and interprets variance reports and adjusts budget accordingly.
  2. Leads efforts to maximize appropriate opportunities for reimbursement of behavioral health services.

Evaluates the need for and develops Mental Health programming and services with guidance from Chief Executive Officer and Management Team in alignment with strategic aims.

Participates in all performance evaluations of Behavioral Health staff as a direct supervisor and reviews performance evaluations written by direct reports.

Collaborates with direct reports and HR Director to evaluate the need for employee corrective action and implements corrective action according to established practices.

Performs direct clinical services to clients within scope of licensure, carrying a reduced caseload.

  1. Assigns caseloads and related duties, and coordinates activities of staff in providing client services.
  2. Provides consultation and direction regarding complex case problems to clinical and support staff.

Policy/Procedure Development and Implementation

  1. Provides leadership and direction in development or modification of Behavioral Health operations policies and procedures, emergency preparedness plan, and compliance policies and activities.
  2. Coordinates policy/procedure development with Behavioral Health Leadership Team and communicates all such policies and procedures to Management Team as well as to all appropriate staff.
  3. Monitors compliance with and effectiveness of existing policies and procedures and implements corrective actions as needed. Gives particular attention to implementing procedures designed to improve quality of performance as needed.

Represents agency at local, state and federal agencies, conferences and other meetings regarding matters of interest or effect to CVCH at the request of the CEO.

Interfaces with directors, supervisors, and staff to maintain a positive working environment.

  9. Follows all established policies, guidelines, and procedures, including federal and state regulations to assure safe practices and quality patient care. Includes following of Universal Precautions and Infection Control Standards and compliance with Joint Commission and HIPAA regulations.

Job Specifications

  1. Education: A Master's Degree in hospital administration, public health administration, or public administration from an accredited college or university preferred, Bachelor's required. A combination of licensure and experience may be substituted for education.
  2. Licensure: N/A
  3. Experience: 3 years experience as a program manager with direct supervision, with at least 2 years in healthcare. Experience with Behavioral Health preferred.
  4. Essential Technical/Motor Skills: Knowledge of computer applications and equipment related to work. Ability to provide budgetary and fiscal analysis of program services. Ability to verbally communicate in English, strong organizational skills, inputting data/typing, speaking clearly, answering telephones, precise eye/hand/foot coordination, fingering/precise manipulation. Must have excellent computer skills. Bilingual Spanish/English preferred.
  5. Interpersonal Skills: Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community. Demonstrated skill in developing and maintaining productive work teams. Demonstrated ability in leadership. Ability to relate cooperatively and constructively with clients, families, co-workers, administration, other clinic departments, providers, community agencies, referral sources and other health team members. Ability to plan, organize, direct. Ability to constructively supervise others. Ability to enlist the cooperation of others. Excellent communication skills and ability to develop positive working relationships with behavioral health staff and co-workers. Portrays caring attitude, serves as teacher/mentor/coach, leader and team player. Ability to work in a fast paced environment and remain flexible under stressful situations.
  6. Essential Physical Requirements: Work is normally performed in a typical interior/office work environment. No or very limited physical effort required. Occasional standing, walking, lifting, reaching, kneeling, bending, stooping, pushing, and pulling. Frequent sitting. Manual dexterity. Occasional lifting and/or moving up to 25 pounds.
  7. Essential Mental Abilities: Extensive knowledge of the laws, regulations, and sources of funding associated with mental health programs. Strong understanding of mental health programs and models. Able to handle multiple projects and issues. Ability to interpret state, federal and agency regulations. Skill in preparing comprehensive reports, presentations, and budgets. Sufficient human relations skill to express ideas effectively, both orally and in writing, with individuals, groups, and large audiences. Provide leadership and the ability to analyze/problem solve. Ability to plan and organize. Ability to exercise independent judgment. Self directing and organized. Ability to reason objectively, assess, project and plan for client needs. Ability to document concisely, accurately and timely. Ability to handle a variety of duties which may be interrupted or changed by immediate circumstances. Must be able to pay attention to detail, manipulate/ interpret numbers, perform calculations and explain processes to clients.
  8. Essential Sensory Requirements: Ability to: read computer keyboard, monitor, and documents; prepare and analyze documents; read extensively; hear, recognize, and assess verbal presentations of clients; receive and convey detailed information orally, by telephone and in person; convey accurate and detailed instructions by speaking to others in person and by telephone.
  9. Exposure to Hazards: Worker is subject to inside environmental conditions on a frequent basis with moderate noise. Worker has contact with clients and other staff and may be exposed to medical conditions presented by them.

Education

Required

Bachelors or better in Health Administration or related field.

Preferred

Masters or better in Health Administration or related field.

Experience

Required
