Manager, Financial Planning & Analysis, French Camp, CA
Under general supervision, the Financial Planning & Analysis Manager is responsible for developing and maintaining the financial planning, analysis and budgeting functions, and providing financial decision support information, consistent with HPSJ objectives and policies. Work is varied and complex, and requires a moderate degree of discretion and independent judgment.

- Develops or participates in the development of department objectives and action plans; monitors progress and implements appropriate interventions based on results.
- Plans and assigns work ensuring that timely and effective adjustments are made.
- Analyzes or oversees the thorough and meaningful analysis of key line items such as membership, revenue, healthcare costs and provider incentives.
- Develops and prepares effective decision support tools and financial models for accurate evaluation of performance and to assist in management decision-making.
- Supervises or performs quantitative and qualitative analyses on a variety of complex and diverse strategic and operation issues, including but not limited to cost, performance, utilization and financial impact.
- Leads the timely, accurate and efficient budget compilation and coordination, including comprehensive and well documented assumptions, and budget controls.
- Delivers financial analytical insight and recommendations in succinct and compelling presentations for internal and external stakeholders and an executive audience.
- Conducts timely and accurate forecast preparations and consolidations, identifying key issues and trends, and opportunities and risks.
- Collaborate with business owners to develop solutions to high cost drivers and establish monitoring systems to determine their effectiveness.
- Develops, implements and maintains, and oversees the development, implementation and maintenance of appropriate and required records, documents and procedures.
- Identifies the need for and oversees department implementation of department-related system enhancements.
- Collaborates with external and internal stakeholders to maintain the validity and integrity of data sources.
- Prepares for internal and external audits, and assists in the preparation of recommendations, responses and reports.
- Develops or assists in the development of department budget; manages budget for area of responsibility.
- Represents the Finance Departments interests in data warehouse development and data governance activities.
- Hires, develops, supervises and retains an adequate and competent staff.

- In-depth knowledge of automated financial and accounting reporting systems.

- Basic knowledge of the principles and practices of managed care, as they apply to finance, including capitation, fee for service, IBNR, risk sharing and HEDIS.
- Basic knowledge of predictive modeling.
- Basic knowledge of state funded programs, including regulations, funding mechanisms and reporting requirements.
- Bachelor’s Degree in Accounting or related field; and
- At least five years’ management-level financial planning and analysis experience in healthcare; and
- At least two years’ supervisory experience; or
- Equivalent combination of education and experience.
- Master’s in Business Administration
- Knowledge of regulatory guidelines related to State and federally sponsored programs (i.e., Medi-Cal, Medicare).
