SEARHC seeks full time HR Operations Manager in its Corporate location in Juneau. This position maintains and enhances the organization's human resources by evaluating, assisting, and supporting employee relations through the interpretation of human resources policies, programs, and practices as they apply to SEARHC.

Individual is experienced working as a professional human resources advisor in situations requiring assessment of complex issues and facilitation of sound decisions involving high risk as well as confidential and sensitive matters. Position operates within a team environment with interpersonal tact and diplomacy. Able to influence and educate others on HR topics and consistently handles information of a highly confidential nature.

SEARHC is a not-for-profit healthcare system approximately a 2 ½ hour flight from Seattle, WA. As the primary provider of care through its hospitals, clinics and long term care services, SEARHC to communities throughout the scenic Inner Passage of Alaska, SEARHC staff enjoy the region’s temperature sweet spot between 20 degrees in winter and just shy of 70 degrees in summer. Provides explanation and interpretation of SEARHC human resources policies and procedures in a manner resulting in sound recommendations. Partners with managers and other HR staff to ensure compliance with all state and federal employment laws and regulations. Ensures compliance, participates in and conducts self-audits to confirm processes are in place to meet compliance requirements including but not limited to Joint Commission, DPS, and NABCS.

Works with new employees, managers, and human resources staff members to help ensure conformance to HR policies related to onboarding which includes Employee Health Compliance, fingerprinting in accordance with Indian Child Protection Act (ICPA), and proper new hire paperwork completion to ensure audit standards are met and maintained on a regular basis.

Acts as a consultant for managers on general employee relations issues. Investigates and resolves employee issues resulting in high-quality results. Provides mediation for conflict management and problem-solving dialogues. Provides consultation to managers and employees on employee relations issues including employee complaints, discipline actions and allegations of misconduct.

Working with team members in making enhancements to HR processes and systems to improve business workflow and overall effectiveness.

Ensure staff keep and maintain employee records of personnel transactions including performance reviews and employee relations activities including warnings, suspensions, performance improvement plans, and terminations (voluntary or involuntary). Periodically audits files to ensure compliance.


Bachelor’s Degree in Human Resources or closely related field. Progressively responsible professional work experience may be substituted on a year-for-year basis for college education. Master’s Degree in Human Resources or closely related field preferred. Applicable Human Resources certification preferred.

Five (5) to seven (7) years of professional level human resources generalist/advisory experience; Graduate level education can be substituted for the years of experience on a year-for-year equivalency. Experience and demonstrated success in employee relations, intervention assistance, performance development and HR operations.

Advanced knowledge of Alaska employment law preferred. Working knowledge of federal, state, and regulatory framework that governs all aspects of employment; Knowledge of techniques in the professional development and supervision of employees.

Skill in building positive relationships at all levels of the organization, leading by example and influencing outcomes positively and effectively. Views change as an opportunity for improvement within the organization. Ability to independently troubleshoot and problem solve issues using a working knowledge of current policies and practices of the Consortium and communicates recommendations to staff for corrective action or resolution.

Ability to research, analyze and resolve allegations, document results, and write investigative summaries for review.
