The Recruiter will implement full-cycle recruitment and staffing strategies for assigned job classes and/or areas with special emphasis on a well-qualified and diverse pool of candidates, timeliness, and cost-effectiveness. The primary role is to fill hard-to-fill positions, one-off positions, and work with high-demand departments. This position requires a socially-focused individual with a "how can I help you?" attitude and a persuasive, teaching style of communication. Lots of attention will be spent on building and maintaining relationships. This position will work in a fast-paced environment with multiple objectives simltaneously. Each day will be different from the next; especially in personal interactions. Time will usually be a factor, with the work needing to be done on time, as well as correctly.
Description of Primary Responsibilities
Provide a high level of customer service in consulting with and guiding hiring managers and departments in comprehensive recruitment and staffing issues, policies, and processes.
Establish, cultivate, and maintain ongoing relationships with hiring managers to understand recruitment needs within the context of their mission; develop and maintain a strong rapport with key leaders in the department; attend departmental staff and other meetings as requested to acquire substantial knowledge about the department's business objectives, goals, operations and work culture.
Execute recruitment plan by aggressively recruiting for well-qualified candidates from a variety of sources including passive sourcing, managing selection process to include interviewing, assessing candidates, screening, and recommending finalists, and filling the staffing needs within the defined service and performance criteria.
Provide consultation on a variety of human resource issues and work closely with all areas of the Human Resource Department to facilitate effective Human Resource relationships; provide basic benefits information to hiring managers and candidates; train departmental hiring managers on recruitment processes, interviewing techniques.
Promote the organization at a variety of recruitment functions such as job fairs, university and college career days, and career events targeted for special populations. Collect and analyze data on demographics and hiring activity for use in designing recruitment plans.
Perform other related duties as assigned.

Must uphold confidentiality at all times in regards to CBHA activities, reports, financials, patient health information, and other proprietary information specific to CBHA.
Professional and Technical Knowledge:
Bachelor’s Degree in Human Resources, Business Administration or related field, or equivalent experience.
2 years of previous full-cycle recruiting within corporate, agency, or combination within a competitive, fast-paced environment.
Experience recruiting for multiple areas of an organization with an ability to influence leaders at all levels.
Experience recruiting for non-exempt and exempt-level positions.
