Association’s Mission: To lead and position community clinics, health centers and networks through advocacy, education, and services as key players in the health care delivery system to improve the health status of their communities.

Purpose of Position:

To advance the mission of community health centers, the Assistant Director of Policy will position CPCA and its 501(c)(4) affiliate, CaliforniaHealth+ Advocates (“Advocates”) as a California leader in the health care industry and a driver of health equity. This position will provide overall regulatory affairs leadership and direction to the Association, lead the implementation and development of key public policy issues impacting community health centers, including regulatory engagement with state and federal agencies and design of payment and policy proposals to be advanced by CaliforniaHealth+ Advocates through legislative engagement. Working in partnership with regional and statewide health center consortia, as well as health center leaders and delivery system partners, strategically engage health centers to guarantee policy and regulatory responses that drive CPCA’s policy priorities and strategic plan forward. Additionally, provide an advanced level of skilled duties including project and people management, research, analysis, advocacy, coalition building, and technical assistance.

Primary Responsibilities:

  • Provide overall regulatory affairs leadership to better position CPCA for policy success.
  • As part of Government Affairs leadership team, support individual staff, and the broader team, through direct supervision, training and development, and review of regulatory and legislative comments.
  • Collaborate with CPCA Government Affairs staff, regional and statewide health center consortia, and members in determining and executing strategic activities that advance the organization mission and policy priorities.
  • Monitor, analyze, and prepare public comment on state and federal regulations and legislation.
  • Establish expertise, and serve as a membership resource, in assigned content and issue areas, including Medicaid, payment and managed care policy.
  • Coordinate with California Health+ Advocates in legislative engagement by tracking, analyzing, and providing material support on state and federal legislation and budget efforts as needed.
  • Work closely with CPCA Health Center Operation and Care Transformation leadership to provide staff direction on technical assistance, information dissemination, educational resources and training, and coordination of member engagement.
  • Prepare timely and thorough policy updates to members including but not limited to board memos, weekly updates, committee and workgroups, website and newsletters.
  • Build new, and strengthen existing, relationships by representing the Association and CaliforniaHealth+ Advocates in coalitions and other stakeholder opportunities.

Skills and Abilities Required:

  1. Knowledge of Medicaid and Medicare policy, including managed care policy.
  2. Grant and project management experience, including implementation, contract development, and reporting.
  3. Possess strong presentation and written communication skills.
  4. Possess effective interpersonal and professional skills when engaging with Association membership and Board of Directors, vendors and partners.
  5. Work collaboratively with senior leadership and multi departmental teams.
  6. Serve as lead staff to designated peer networks, work groups, task forces and committees.
  7. Supervise, train and evaluate staff.
  8. Advanced problem solving, critical thinking, organization and time management.
  9. Proficiency in Microsoft Office and web based applications and platforms.
  10. Self-direct, recommend strategic direction and influence change.

Additional Responsibilities:

  1. Attends and participates in required Association meetings.
  2. Reports regularly to supervisor.
  3. Participates in CPCA and Advocates events and represents the Association and Advocates as requested to include state and national events.
  4. Travel for national and regional meetings, training and site visits by air and ground transportation.
  5. Other duties as assigned.

Education and Experience:

Bachelor’s degree required. Master’s degree preferred. Minimum of five years program or project management or equivalent experience along with people management/supervisor experience. Experience with community health centers, health care delivery system, member-driven associations, or non-profit organizations is also preferred. Relevant experience will be considered in lieu of degree requirement.

Work from Home:

Beginning March 13, 2020, all CPCA employees began telecommuting to minimize the spread of COVID-19. Although predominantly working from home as the new business model, an employee Telecommuting Agreement was put into place to ensure expectations were clear for virtual employment. This position does require the employee to have a cell phone that can support the Microsoft Authenticator App with a data plan and home internet service, both are reimbursed at a set rate each month. Part of the employee Telecommuting Agreement requires that all employees be able to run Microsoft Authenticator App (MFA) as a minimum requirement via the employee’s personnel cell phone. All hires are required to maintain residence in California.

Salary: $90,475 + Excellent Benefits
