The Oregon Health Authority (OHA), Public Health Division (PHD), Adolescent, Genetic and Reproductive Health (AGRH) Section in Portland, OR is recruiting for a Reproductive Health Program Manager to manage the Reproductive Health program within the AGRH Section. The Reproductive Health Program is dedicated to ensuring people in Oregon have access to high-quality reproductive and sexual health services, knowledge, and resources through partnerships with clinics, community organizations, and policy makers.

As the Reproductive Health Program Manager, you will provide leadership and perform overall management of the Reproductive Health program and staff.

Duties include but are not limited to the following:

  • Directing the development and implementation of program and OHA policies, and carrying ultimate responsibility for statewide program success.
  • Establishing priorities that embed reproductive justice throughout the Reproductive Health program.
  • Monitoring program implementation and quality assurance indicators to assure progress toward completion of goals.
  • Maintaining budgets, grants, and complex revenue streams that support the Reproductive Health Program.
  • Leading Reproductive Health Program efforts towards establishing policies and procedures that systematically advance health equity.
  • Working within complex healthcare delivery systems and collaborating with community partners to assure quality patient care and program service delivery for marginalized and underserved populations.
  • Developing and maintaining partnerships, both locally and nationally, that support and advance equitable access to reproductive health care and education.
  • Leading staff and stakeholders through organizational change and workforce modernization with a people-centered, anti-racist, and trauma-informed approach.
  • Developing and supervising a highly collaborative and high-functioning multidisciplinary team of public health professionals and maintaining a positive, supportive, and effective work environment.

Minimum Requirements

Six years of experience in supervision, technical or professional level work related to public health program management. Two years of this experience must have included supervision or management of a program, section, or unit which included responsibility for each of the following:

a) development of program rules and policies,
b) development of long- and short-range goals and plans,
c) program evaluation, and
d) budget preparation;

OR

A bachelor’s degree in public health or a related degree AND three years of experience in supervision, technical or professional level work related to public health program management. Two years of this experience must have included supervision or management of a program, section, or unit which included responsibility for each of the following:

a) development of program rules and policies,
b) development of long- and short-range goals and plans,
c) program evaluation, and
d) budget preparation.

Requested Skills

  • Preference will be given to applicants with at least six years of experience as a manager or leader of a team coordinating or administering multiple programs and budgets with complex systems. Relevant experience includes public health, social services, community health, or service delivery.
  • Knowledge and understanding of key principles of reproductive rights and reproductive justice and how to apply them in a government or public health setting.
  • Experience leading staff and stakeholders through organizational change and strategic planning with a people-centered, anti-racist, and trauma-informed approach.
  • Experience translating end-user engagement and community input into program planning and decision-making.
  • Experience managing a diverse team attending to group dynamics, and effectively addressing conflicts as they arise.
  • Strong knowledge of reproductive health issues and/or other highly polarizing health issues with the demonstrated ability to respond effectively to media, community groups, and special interest groups regarding politically charged situations.
  • Experience managing programs that serve diverse communities, building and supporting relationships with community partners, and creating equity through partnership.
  • Understanding of or lived experience with the impact of systemic oppression and trauma on communities of color, and the impact on undocumented, immigrant and refugee Oregonians seeking health services.
  • Bilingual/bicultural preferred.
  • Technology skills set to keep all data secure whether working onsite or remotely.
  • Experience promoting a culturally competent and diverse work environment.
