Compliance Officer

The position will be responsible for developing, recommending, and implementing compliance programs and initiatives in accordance with applicable laws and regulations. It is anticipated that the addition of this position will ensure the hospitals and clinics will continue to achieve compliance standards with entities including, but not limited to, the California Department of Public Health, Centers for Medicare and Medicaid Services, and the Joint Commission. This position will have dual reporting to the County Executive Officer and HealthCare Agency Director, as well as to the Board of Supervisors. The Compliance Officer will lead the Health Care Agency, and associated Boards and Committees, in maintaining a culture of compliance, privacy, safety, and high-quality care for the community we serve.

The Compliance Officer is an At-Will classification that is exempt from the provision of the Civil Service Ordinance.

The ideal candidate would possess a Master's degree in public health administration, experience with compliance administration, program development, and project management, in a hospital or other health care environment. Actively Certified in Healthcare Compliance (CHC), or Certified in a Healthcare Privacy Compliance (CHPC), Healthcare Research Compliance (CHRC), and Certified in Healthcare Compliance Fellowship(CHC-F).

Compensation and Benefits

Approximate Annual Base Salary Range: $135,514.28 - $189,720.00

The County offers an attractive compensation and benefits package. In addition to the above base salary, other "cash-like" benefits may include a 3% match on your 401(k) contributions, the ability to "cash in" or redeem up to 100 hours of Annual Leave, and participation in the County's defined benefit (pension) plan.

EDUCATIONAL INCENTIVE: Incumbent may be eligible for an educational incentive of 2.5%, 3.5%, or 5%, based on completion of an Associate's, Bachelor's, or Master's degree from an accredited institution.

RETIREMENT/SOCIAL SECURITY: Both the County and you contribute to the County's Retirement Plan with Ventura County Employees' Retirement Association (VCERA). Defined retirement benefits vest after 5 years of service. You may establish reciprocity with other public retirement systems such as CalPERS, if you are eligible.

HEALTH PLANS: Medical, dental, and vision plans for you and your dependents. A flexible credit allowance of up to $16,922 annually.

FLEXIBLE SPENDING ACCOUNTS: Increase your spending power by reimbursement with pre-taxed dollars for IRS-approved dependent care and health care expenses.

HOLIDAYS: 11 paid days per year which includes a scheduled floating holiday.

EXECUTIVE ANNUAL LEAVE: Accrues at a rate of 248 hours per year, increasing to 288 hours after 5 years of service, to 328 hours after 10 years of service, and to 368 hours after 15years of service. *Credit for prior public service may be considered (Management Resolution,§ 616A)

PENSION PLAN: Both you and the County contribute to the County’s Retirement Plan and to Social Security. If you are eligible, you may establish reciprocity with other public retirement systems, such as CalPERS.

ANNUAL LEAVE REDEMPTION: The ability to “cash in” or redeem up to 100 hours of annual leave per year after using 80 hours of annual leave within the previous 12 months(Management Resolution, § 1205).

DEFERRED COMPENSATION: You may elect to contribute to one or both of the County's deferred compensation plans (established under Internal Revenue Code sections 401(k) and 457). If you participate in the County sponsored 401(k) plan, the County will match a part of your contribution up to 3% of your salary, on a per pay period basis. You must be regularly scheduled to work 40 hours or more each pay period to participate in the 401(k) plan. These plans enable you to build long-term savings while deferring current federal and state income taxes. In addition to pre-tax contributions, you are also able to make after-tax contributions through the Roth option available in the 457 plan.
