The Tanana Chiefs Conference provides a wide array of services in multiple facilities with our main location being the Chief Andrew Isaac Health Center--an award winning cultural super clinic located in Fairbanks--Interior Alaska's urban hub. The Fairbanks based clinic is itself a hub that serves the larger mission of supporting health and wellness to Indian Health Service beneficiaries including an Ambulatory Surgery Center, Ophthalmology, Audiology, Urgent Care, Hematology/Oncology Services, Dental Clinic, Imaging and a host of other services.

Job Summary: Job incumbent serves as the Primary Care clinical leader and is responsible for the implementation of a Patient Centered Medical Home model while ensuring compliance with AAAHC standards of accreditation and ensuring the quality of Primary Care medical services in the Tanana Chiefs Conference region. Supervises Primary Care Team Leads, the Sub-regional Team Leads and dually supervises the Lead Clinical Instructor with the CHAP Program Director. Provides guidance and oversight of other medical staff on Primary Care teams. Provides leadership as a member of the Medical Division leadership team and reports to the Senior Medical Officer. Direct patient care is up to 50% of position with some of the clinical time in one of the villages.

Representative Duties: Under the general supervision of the Senior Medical Officer, job incumbent:

  1. Provides leadership and mentors medical staff in adhering to the TCC Ch'eghwtsen' model of service and guiding principle which requires providing timely and effective service along with the ability to interact with others in a way that inspires trust and demonstrates respect, compassion and empathy.
  2. Works with the Medical Division leadership team to achieve Patient Centered Medical Home goals of service delivery.
  3. Works with the Medical Division leadership team to assist TCC in achieving the Baldridge Award and maintain compliance with the Baldridge core values and concepts.
  4. Works with the Quality Management department cooperatively to ensure the Primary Care teams continually use data to drive change and quality improvement in care and services.
  5. Works with Medical Division leadership team and Primary Care medical staff to ensure ongoing certification with AAAHC and Baldrige when achieved.
  6. Monitors, evaluates, and directs primary care medical services offered in the TCC region including same-day access, family medicine, hospital and nursing home care for TCC patients and their associated laboratory, radiology, and field health components. Develops standards of primary care medical care for TCC with the assistance of other medical staff.
  7. Provides direct patient care as a physician up to 50% of the time. Provides guidance to community health aides by sharing in telephone consultation, field trips and health aide training. May serve as a preceptor and collaborative physician for advanced practice practitioners. Shares in being on-call with other staff physicians.
  8. Develops and implements policies, procedures and best practices for Primary Care with the Medical Division leadership team, pertinent medical boards and committees within the medical staff including but not limited to the Medical Practice Sub-Committee.
  9. Oversees all training and continuing education for Primary Care medical staff. Arranges medical education in-services and approves Primary Care medical staff training requests.
  10. Assures that Primary Care medical staff are in compliance with all federal, state and local laws.
  11. Recruits, supervises, and evaluates staff to include Physicians, Physician Assistants, Nurse Practitioners, and Certified Medial Assistants in the Primary Care teams. Assures that professional credentials of Primary Care medical staff are in order.
  12. Works with the Clinical Staff Office to assure that Primary Care medical staff are scheduled appropriately during clinic hours and that there is always a physician on-call when the clinic is closed.
  13. Participates in the Medical Executive Committee (if assigned), Medical Practice Sub-Committee and the Morbidity and Mortality Review Committee. Serves as chairperson of monthly medical staff meetings and participates in monthly Quality Management Committee meetings. Participates in other medical staff committees as required.
  14. Participates and assists with quality management activities that include, but are not limited to credentialing and privileging, peer review, and clinical quality of care reviews for the Primary Care medical teams.
  15. Manages the operating budget for the medical staff within fund limits. Identifies medical equipment and supplies needed. Prepares quarterly reports related to medical staff activity and productivity.
  16. Coordinates with other program heads to provide leadership as part of the management team at TCC. Represents and advocates for the Primary Care medical staff in meetings both within TCC and with other agencies. Represents Primary Care medical staff in AAAHC and other accreditation reviews and other external reviews.
  17. Works with Primary Care Team Leads and CHAP Director to ensure HRSA standards, quality measures are reported on and achieved.
    1. Along with Medical Division leadership team support HRSA operations including but not limited to: review of data for annual report, setting goals for clinical indicators, assessment of risk management findings/mitigation and efforts to support successful operational site visits.
    2. Along with Medical Division leadership team assists with HRSA FTCA deeming application.
    3. Assist with HRSA OSV readiness including draft policy and procedures supporting rural clinical practice and HRSA funding requirements.
    4. Along with Medical Division leadership assists with accreditation readiness including draft clinical policy/procedure for rural medical clinical practice.
    5. Attend internal, local, state and national meetings as indicated including chairing rural medical staff meeting. Ensure agreements are in place as expected by HRSA funding in support of rural patient referral services such as MOU's with hospital(s).
  18. This position has supervision over providers in rural settings:
    1. Works with various levels of leadership at TCC. Works closely with CHAP Program Director for the administration for the unique practice setting/needs of providers in rural sites.
    2. Develop and provide oversight of quality improvement studies along with lead providers. Develop and update medical care protocols and procedures in support of unique services provided at the Sub-regional clinics.
    3. In conjunction with Senior Medical Officer, establishes and communicates practice, productivity and performance standards, assigns supervising physicians for all midlevel providers and insures oversight in accordance with applicable laws.
    4. In conjunction with Senior Medical Officer, review, monitor, and implement methods to improve performance of required clinical indicators (UDS and other clinical indicators) and communicate progress to clinical staff and management.
    5. In conjunction with Senior Medical Officer, explore novel models of care in rural setting, develop concepts, seek funding and implement pilot project(s) as to align with the TCC strategic plan.
    6. Provide consultation to non-TCC employed providers within the region including Tanana, Fort Yukon and North Slope Borough/Anaktuvuk Pass.

Minimum Qualifications

  1. Graduate from accredited U.S. medical school, successful completion of an ACGME or AOA accredited residency program. Medical Doctor must be licensed to practice in the State of Alaska. Completion of primary care residency strongly preferred.
  2. Minimum of seven years of experience as a staff physician.
  3. Must be able to meet criteria for appointment to the clinical staff.
  4. Experience as a medical director in another setting preferred.
  5. Board certified in Family Practice or other primary care specialty.
  6. Staff privileges at Fairbanks Memorial Hospital must be granted and maintained.
  7. Must pass background check pursuant to federal Indian Child Protection and Family Violence Prevention Act requirements.

Knowledge, Skills, and Abilities:

  1. Strong verbal, interpersonal, and analytical skills.
  2. Computer skills required with proficiency in MS Word and MS Excel.
  3. Must maintain strict confidentiality.

Supervision: This position supervises Primary Care Team Leads, Sub-regional Team Leads and dual supervises the Lead Clinical Instructor with the CHAP Program Director. Provides annual evaluations and reviews on an ongoing basis as necessary for all primary care medical provider staff in conjunction with the Primary Care Team Leads and the Sub-regional Team Lead and the Lead Clinical Instructor.

Physical demands: Work is primarily in the Chief Andrew Isaac Medical Clinic and Fairbanks Memorial Hospital with occasional travel to village clinics. May be subject to harsh environmental conditions while traveling. Conditions include but are not limited to the following: travel by small, unpressurized aircraft, lack of running water, poor heat, and extreme weather conditions. Job incumbent must be able to lift and carry up to 50 pounds in support of patient equipment, and supplies. Position requires recurring bending, stooping, kneeling, stretching, and reaching.

Summation: Incumbent performs both clinical and administrative work at the Chief Andrew Isaac Health Center and will travel out to village clinics as required.
