GENERAL PURPOSE

The Director of Procurement and Facilities is responsible for the coordination and implementation of purchasing and procurement activities. In addition, the Director administers and coordinates all building service activities including mechanical, electrical, HVAC systems, security and space relocation.

MAJOR RESPONSIBILITIES

  • Responsible for the establishment, implementation, and operation of a purchasing system serving KHS.
  • Manage facilities operations for KHS facility.
  • Oversee Major Organ Transplant program for KHS’ members as it relates to travel.
  • Manage Security operations to include oversight of security personnel.
  • Negotiate with external vendors to secure the most advantageous terms
  • Track and report key functional metrics to reduce expenses and improve effectiveness
  • Supervise all incoming and outgoing mailing requirements including, new member letters, IDs, and process of return mail for all departments.
  • Ensure that Request for Travel are processed in a timely manner and in accordance with KHS’ travel policy and budget.
  • Oversee legal review of all RFPs and administrative contracts.
  • Interact with other Local Health Plans to prepare, guide, and complete proposals for the acquisition of new equipment or software.
  • Responsible for securing contracts and purchase orders on behalf of all departments at KHS. Establish and maintain good working relationships with all internal customers, external bidders and vendors.
  • Assist in the development and implementation of internal controls, accounting policies and procedures related to purchasing.
  • Work closely with accounting and accounts payable personnel to ensure a good operational relationship.
  • Maintain a good working relationship between KHS and the Kern County Legal and Purchasing Departments.
  • Assist with drafting, posting, and providing supporting documentation in preparation for Finance and Board Committee meetings.
  • Responsible for safe operation of all systems related to the good workings of the KHS facilities.
  • Oversees the functioning of the building systems including mechanical, electrical, fire/life safety, and elevator.
  • Responsible for monitoring and coordinating all the building, housekeeping, and maintenance needs with the outside contractor.
  • Provide leadership and supervision of staff using professional management skills
  • Responsible for regulatory compliance of building, fire and safety regulations.
  • Responsible for establishing safety plans in the event of a building emergency.
  • Responsible for overseeing and coordinating all space needs and relocations.
  • Oversees contractors for facility renovation projects entailing HVAC, electrical systems, and production floor arrangement.
  • Any other duties as required by the CEO and CFO to ensure the Health Plan operations are successful.
  • Ensure the privacy and security of PHI (Protected Health Information) as outlined in KHS's policies and procedures relating to HIPAA compliance.

MINIMUM QUALIFICATIONS

Education/License:

Bachelor’s degree in Business Administration or a related field from an accredited four-year institution required. Master’s Degree in Business Administration preferred.

Experience:

Three to five (3-5) years’ experience in Procurement. Experience in a fast-paced environment very helpful.

Knowledge/Skills Required

Microcomputer applications (spreadsheet and word processing) sufficient for use in all aspects of an accounting environment. Other: Possession of valid driver’s license and proof of State required auto liability insurance. Required Travel Up to 10%
