KHS reasonably expects to pay starting compensation for the Deputy Director of Government Relations and Strategic Development position in the range of $123,566- $161,334 / Annually.

Definition:

This position is responsible for assisting the Senior Director of Government Relations and Strategic Development in the overall execution of government affairs strategy. This includes identifying, analyzing, tracking, and developing strategy for legislation, regulations, proposed rules, and proposed guidance at the federal, state, and local levels that may impact Kern Health Systems’ strategic and operational interests. This position will prepare detailed written and oral reports for legislative and regulatory proposals, as well as other policy initiative proposals of interest to Kern Health Systems. This position will also schedule and attend meetings with elected officials at the local, state, and federal levels as needed. This position will also participate in trade association activities at the local, state, and federal levels as needed.

Distinguishing Characteristics:

Ability to analyze local ordinances, legislation, and regulations that affect KHS operations. Conduct research and analysis to support decision-making and planning for these initiatives. Develop and execute effective business strategies. Lead efforts to advocate for the organization and educate state and federal policy makers.

Essential Duties and Responsibilities:

  • Consult internal business units on related activities to ensure advocacy efforts at the local, state, and federal levels are aligned with operational and strategic priorities.
  • Collaborate with healthcare trade association staff and legislative representatives in Kern County, Sacramento, and Washington, D.C.
  • Build and maintain professional relationships with federal, state, and local government entities and agencies.
  • Develop reports, communications, and presentations for internal and external stakeholders on relevant ordinances, legislation, and regulatory policy.
  • Remain informed about health care policy in Medicare, Medicaid, long-term care, and mental health for vulnerable populations, which impact KHS strategy and operations.
  • Work with senior leadership to identify priority legislation and government relation issues with potential impact on the organization and introduce public policy changes that will support company operations.
  • Consult with senior leadership regarding strategic planning for known and potential regulatory activities related to the business and industry.
  • In collaboration with the Senior Director, lead efforts to educate local, state, and federal policy makers, including activities such as attending Kern County Board of Supervisor meetings, presenting policy positions, sharing legislative analysis, delivering written communications, and performing other in-person visits as needed.
  • Lead and participate in intra and inter agency teams to develop and implement strategic goals and initiatives.
  • Assist in the preparation of Federal and State Applications, license expansion documents and other required approval documents necessary for Program participation.
  • Research participatory requirements for government programs and evaluate KHS preparedness.
  • Perform other relevant Government Relations duties as assigned.

Employment Standards:

Education, Experience & Training Required:

  • Bachelor’s Degree from an accredited school in a related field.
  • Eight (8) years of relevant experience in successful development, implementation, management of health care delivery or insurance programs and government relations
  • Strong public speaking and written communication skills.

Preferred (but not required) Standards:

  • Experience in Medi-Cal, Medicare, legislative affairs, regulatory affairs, or public policy analysis.

Special Skills:

  • Strong interpersonal skills necessary to interact with internal and external constituents.
  • Excellent verbal and written communication skills.
  • Ability to think and plan strategically.
  • Experience in Crisis Communication a plus.
  • Proficient in applicable business software applications including Microsoft Office applications.
  • Knowledge of Policy and Legislative development.
  • Legislative analysis and general analytical skills.
  • Strong organizational skills.

Other:

Possession of valid California Driver’s License and proof of valid State required auto liability insurance. Required Travel Up to 40%.
