The Health Plan of San Mateo (HPSM), a managed care health plan, seeks a full time Process Improvement Specialist to provide operational and analytical support for small to medium size projects focusing on process improvement activities.

The essential duties and responsibilities will include the following:

  • Analyze current work processes and make recommendations for improvement.
  • Create workflow diagrams using Visio to assist business owners with their processes.
  • Assist business owners to document processes following the policy for policies/desk procedures/job aids.
  • Conduct Root Cause Analyses, create cause-effect / Ishikawa diagrams, and document findings and recommendations.
  • Manage and develop relationships with internal business owners.
  • Facilitate working meetings within and between departments; this work often requires a multi-department approach.
  • Facilitate and document meetings; communicate complicated information in an organized and easy-to-understand manner.
  • Ensure timely completion of all deliverables.
  • Provide training to staff as appropriate.
  • Research issues related to assigned processes, including regulatory compliance, to identify their impact on the plan and the business process.
  • Interview business owners to gather requirements related to Request for Proposal (RFP) development.
  • Assist business owners in writing RFPs following the developed templates.
  • Professionally represent HPSM at internal and external meetings as directed by the BSI Manager.
  • Perform other duties as assigned.


Education and Experience: Two (2) years’ experience working in project management, preferably in a health care or managed care environment or the equivalent operational experience with demonstrated performance improvement skills. Bachelor’s degree in health care or related field experience required. Master’s degree in a related field is a plus.

Knowledge of: Personal computers and proficiency in Microsoft Office Suite applications, including Outlook, Word, Excel, Visio, and PowerPoint. Principles, practices and trends of process improvement. Principles of organization and administration.
Principles of project management.

Ability to: Work cooperatively with others and effectively as part of a team across organizational structure. Work as part of a team and support team decisions. Facilitate multi-departmental groups with confidence. Think creatively when presented with a challenge and assist the business teams to do the same. Gather disparate opinions and achieve group consensus. Communicate effectively, both verbally and in writing, including the use of proper grammar and punctuation. Adapt to changes in requirements/priorities for daily and specialized tasks Work with information technology and demonstrate proficiency in Microsoft Office Suite applications, including Outlook, Word, Excel, Project, Visio, and PowerPoint. Gather, interpret, analyze, evaluate and present a variety of management analysis data. Evaluate information and reach valid conclusions; define problem areas. Prepare reports supporting recommendations in a clear and logical format. Manage multiple projects simultaneously. Initiate, plan and complete work assignments with minimum supervision.

Compensation and Benefits

Starting Compensation Range: - Depending on Experience

Benefits Information: Excellent benefits package offered, including HPSM paid premiums for employee’s Medical, Dental and Vision coverage. Employee pays a small portion of the dependent premiums (5%) for medical and dental benefits. Additional HPSM benefits include fully paid life, AD&D, and LTD insurance; retirement plan (HPSM contributes equivalent of 10% of annual compensation); holiday and vacation pay; tuition reimbursement plan; onsite fitness center and more.
