This position serves as medical director for the Division of Community Programs (DCP) at Sheboygan County Health and Human Services, provides clinical supervision, and oversees services provided under the auspices of Ch. 51, Wis. Stats. The Staff Psychiatrist assesses client needs and formulates plans for psychiatric treatment, serves as a consultant within our agency as well as to service partners/contracted agencies, assuring that the Department delivers recovery focused quality care to persons with psychiatric treatment needs. Responsible for the psychiatric diagnosis, care, and treatment of patients in a variety of programs, including emergency, outpatient, case management, and community based mental health and substance use services; to provide psychiatric and medical direction to clinical staff; to perform other duties as required. Services are provided from a continuum of care within the Behavioral Health programs of Sheboygan County Health & Human Services (SCHHS) as well as monitoring the quality of programming provided by agencies contracted to deliver services within the continuum of care is an essential aspect of this position. Services may be delivered in person, via telehealth, or a combination of both. All services provided must be consistent with expectations of applicable federal and state statutes and administrative codes.

Examines, diagnoses, treats and evaluates patients of mental health and substance use treatment programs. Provides continuing psychiatric care of patients and makes appropriate dispositional recommendations. Promotes recovery and assures the involvement of families, and/or other natural supports whenever possible with client consent. Monitors the medical condition of patients by providing treatment and/or referrals as appropriate. Provides court-related clinical duties such as: assessments, testimony, reports, and recommendations. Participates in and may coordinate a multidisciplinary team of mental health and substance use professionals to develop treatment regimens that meet patient care needs. Conducts diagnostic and dispositional staff meetings with other professional staff and representatives from other agencies regarding individual patients or programs. Supervises, approves, and provides ongoing psychiatric consultation to clinical staff members regarding their treatment of individual patients. Participates in medical staff efforts, including psychiatric peer review, to systematically review, evaluate, and plan psychiatric and medical services. Prepares and maintains psychiatric records and reports and completes all required clinical and billing documentation. Performs other duties as required. Direct the provision of clinical services in compliance with Federal/State laws, regulations, and rules governing programs that provide assessment and treatment to clients diagnosed with mental illness and/or substance use disorders. Participate in annual surveys performed by the State of Wisconsin to ensure compliance with laws, regulations and administrative rules. Maintain internal policies and procedures that provide guidelines and processes for supporting recovery-oriented, client-centered services that reflect best practice and evidence-based programming. Collaborate with business office regarding optimizing billing practices. Schedule, facilitate, attend, lead and contribute to meetings and presentations with unit staff, superiors, community partners and the public at large to ensure that a high degree of communication, understanding, and effective working relationships are maintained. Attend regional and state meetings, professional trainings, and participate in committees as requested to support appropriate administration of programs. Essential Knowledge and Abilities

  • Thorough knowledge of the principles, practices, methods, techniques, literature, and new developments in the field of psychiatry.
  • Thorough knowledge of the standards of care and service in the field of mental health and addiction treatment.
  • Comprehensive knowledge of the local, state, and federal laws and regulations which govern inpatient clinical treatment programs such as: Wisconsin State Statutes 51 and 55.
  • Considerable knowledge of the medical and psychiatric staff bylaws, rules, and regulations of the department.
  • Considerable knowledge of the effective application of nursing services, social work services, and psychological services in a total mental health treatment program.
  • Working knowledge of computerized department program software, internet access, and database, spreadsheet, word processing programs, and electronic health record systems.
  • Working knowledge of confidentiality statutes and requirements, including the Health Insurance Portability and Accountability Act (HIPAA) of 1996.
  • Ability to utilize word processing, database, and spreadsheet programs, and electronic health record systems.
  • Ability to examine, diagnose, and treat psychiatric patients.
  • Ability to evaluate patient progress and reaction to psychiatric treatment.
  • Ability to plan and implement new techniques and to evaluate the effectiveness of existing programs.
  • Ability to establish and maintain effective working relationships with patients, their families, and the staff.
  • Ability to prepare and maintain psychiatric records and reports.
  • Ability to evaluate, diagnose, treat, and refer for further treatment the medical conditions of patients under his/her care.
  • Ability to direct a multidisciplinary team in the development and delivery of clinical treatment.

Minimum Qualifications

You must meet these minimum Training and Experience requirements:

  1. Graduation from a recognized medical school.
  2. Completion of an approved four years residency in a psychiatry training program.
  3. Possession of an unrestricted license or ability to obtain an unrestricted license to practice medicine in the State of Wisconsin.
  4. Possession of a Drug Enforcement Agency license.

Ability to work independently, exercise good judgment, and effectively exercise authority, to prepare written and oral reports and records, and to plan, assign, organize, supervise and evaluate the work of others.

Ability to establish and maintain effective working relationships with staff, State and county departments, and the general public.
