Communications Supervisor

Job ID 2021-1983 FLSA Status Exempt


Under the direction of the Associate Director of Communications and Public Affairs, the Communications Supervisor is responsible for the development and execution of PHC communication strategies. The Communications Supervisor will proactively advance PHC’s mission, strategic plan, and being a valued neighbor in the communities served by PHC.


  • Supervises staff by providing leadership, direction, and support to the Communications team. Conducts regular meetings with staff and provides performance feedback.
  • Create and execute strategies to engage members, providers, community organizations, through robust community relations, member engagement, digital engagement, branding, and media relations.
  • Support the PHC mission and vision through clear, timely communications designed for specific target groups
  • Oversee the development of a written, proactive communications/media plan that will position PHC as a local and regional leader in quality, accessible, and cost-effective health care.
  • Responsible for oversight of PHC’s digital engagement including: external and internal websites, member portal, social media, and more
  • Oversight of the production of public relation and outreach materials including procurement, printing, proofing, and inventory control.
  • Manages the development of communication materials with external contractors –graphic designer, photographer, crisis communications, and translation services.
  • Manages the Communications team’s coordination with other PHC departments ensuring efficient implementation of communications strategies
  • Develop press releases and articles highlighting PHC programs, services, and partnerships with community organizations.
  • Prepare and present at community outreach meetings, to community agencies, natural partners,
  • Responsible for the development and application of Communications policies, including training and educating PHC staff.
  • Identifies training opportunities for staff development and career growth
  • Monitor and evaluate the performance of direct reports
  • Ensure compliance with all state and CMS (Center for Medicare and Medicaid Services) outreach, marketing, and sales, marketing regulations.
  • Other duties as assigned, with the scope of this position.


Education and Experience

Two –three (2-3) years of experience that would provide the knowledge and abilities listed above, including: health insurance, Medi-Cal/Medicaid, and/or Medicare sales experience; Bachelor’s degree in a relevant field required.

Special Skills, Licenses and Certifications

Knowledge of the following will be taken into consideration: principles and practices of health care service delivery, managed care, health care systems, and medical administration; appropriate outreach techniques to diverse community-based social and ethnic groups and to communicate effectively with them; existing relationships with community-based and Partnership associated organizations. Working knowledge of computers and related business software applications. Basic understanding of design principles and production marketing print materials. Familiarity with California Medi-Cal program and/or Medicare program preferred.

Valid California driver’s license and proof of current automobile insurance compliant with PHC policy are required to operate a vehicleand travel for company business.

Performance Based Competencies

Excellent written and oral communication skills. Excellent interpersonal skills to develop and maintain critical relationships with external sources. Ability to handle varying situations with tact and diplomacy.

Work Environment And Physical Demands

Ability to use a computer keyboard. More than 15% of work time is spent in front of a computer monitor. When required, must be able to move, lift, or carry objects of varying size, weighing up to35 lbs. Little travel may be required.
