It is the role of the Supervising Mental Health Counselor II to provide direct services, coordinate care for clients, provide leadership, and clinical direction for the team. This position is primarily responsible for the supervision of the Mental Health.

Children’s Services programs and staff. In Children’s Mental Health clinicians provide therapy, clinical assessment, clinical case management, and provide care and linkage to supportive community resources for Children from age 0-24 years of age.

Child and Family Behavioral Health Unit:

The Child and Family Behavioral Health (CFBH) program is designed to assist Medi-Cal eligible children and youth ages 0-21, who would benefit from outpatient therapy and case management services. Children and youth who are served are those who meet criteria for a DSM 5 diagnosis and demonstrate problems with functioning in the following areas: school, home, community and with peer relationships. The CFBH team provides assistance in addressing the child's/youth's emotional and mental health needs. Sessions may take place in our offices, in schools and/or in the community, while encouraging the family's use of their natural supports and resources. Generally our model of treatment incorporates some combination of individual therapy, family therapy, collateral support to caregivers, and case management services. Clients range from moderately to severely impaired, and severe cases may be given additional services such as intensive home based services and intensive care coordination, along with periodic Child and Family Team (CFT) meetings.


The Recruitment Process:

The following duties are typical for this classification. Incumbents may perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

Plan, coordinate and supervise the activities of a Human Services Unit and staff; assume responsibility for a variety of personnel actions including assisting with selections and promotions; conducting performance evaluations; and recommending disciplinary actions and dismissals; participate in planning and implementing new programs; ensure the orientation and training of assigned program staff; plan and participate in staff development programs and in staff conferences regarding cases and professional approaches; coordinate work schedules, case assignments and other program activities among staff members; assess the needs of a particular target group, region, or staff and propose methods and resources for meeting these needs; define program needs as part of the budget process; monitor program expenditures bases on annual plan and fiscal analysis; make recommendations to the Program Chief on their respective program budget; oversee the ordering of services and supplies necessary for the functioning of the program; develop, negotiate, monitor and evaluate all community agency contracts for provision of care and services; propose standards and participate in the system for contract monitoring; write proposals and reports for submission to State, County or Federal authorities; assist in the designing of policies and procedures necessary to improve programs or implement new regulations; act as liaison with other units within the Department, community groups and agencies, state agencies, schools and other organizations in the provision of services; provide clinical consultation to schools and/or other community agencies and serves on related committees and attends relevant meetings within the department and in the community; provide skilled psychiatric casework services, evaluation, treatment, planning, counseling and therapy to individuals, groups, families including couples and children; provide crisis counseling, intervention, and referral in the field, over the telephone, and/or at the office; keep informed of current issues, philosophies and theories related to a particular program area, State and County regulations, or specialized technology; compile and review clinical data relating to program and service efficiency and effectiveness; prepare and maintain various records and reports; and perform related duties as assigned.

Effectively train staff in mental health methodologies.

Guide and evaluate the work of others.

Determine needs and priorities of mental health services in the community.

Consult with and advise administrators on the activities and status of the program.

Develop and monitor short and long-range budget plans that accurately reflect program needs.

Evaluate and recommend grant or contract requests.

Prepare and maintain clear, concise and comprehensive records and reports.

Establish and maintain effective working relationships with patients, their relatives, department staff and social agencies.

Analyze situations accurately and take effective action.

Develop and maintain the confidence and cooperation of mentally and emotionally disturbed patients in order to secure and record accurate and pertinent social and personal data.


To qualify for this classification, an individual must possess any combination of experience and education that would likely produce the required knowledge and abilities. A desirable combination is:


The equivalent of two years as a Mental Health Counselor I in the County of Napa.


Two years of professional mental health counseling experience with one year in an administrative, supervisory or lead capacity in the mental health field.


Master's or doctorate degree in social work, psychology, counseling or related field approved by the State of California Board of Behavioral Sciences to provide psychotherapy.



LCSW, or MFT, license by the California State Board of Behavioral Science plus 2 years post Master's degree experience providing psychotherapy services


Licensure as a Clinical Psychologist or a PH.D. or Psy.D. and 2 years of clinical experience, or master's level Registered Nurse.

License or Certificate:

Incumbent in this position is expected to operate automotive vehicles in the performance of assigned duties. Due to assignments and hours worked, public transportation may not be an efficient method for traveling to required locations. Individuals appointed will be required to maintain a valid California Driver's License while employed.

*Any license, certification, or registration required for this position shall be maintained (i.e. active and in good standing) at all times during employment with Napa County. For continued employment with Napa County, you must maintain such license, certification, or registration to meet the minimum qualifications of this position.

*Loss of the required State license may result in termination or reassignment.


Incumbents in this classification may work after hours, evenings, and/or weekends, as required.
