Public Health Nurse
COVID-19 Response

Hours: Full time, 40 hours per week - 100% FTE, occasionally requires evening, weekend, and holiday work

Status: Provisional appointment, includes generous benefit package and participation in the Washington State Public Employee Retirement System

The Position

To assist in the District’s continuing COVID-19 response efforts, the COVID-19 Public Health Nurse will perform communicable disease investigation and surveillance activities. The COVID-19 Public Health Nurse will work under the direct supervision of the Program Manager for COVID-19 and the Public Health Nurse Supervisor of Clinical Services, within a multidisciplinary team of public health professionals, and in consultation with the Assistant Community Health Director, the Community Health Director, and the Health Officer. The COVID-19 Public Health Nurse will provide skilled nursing services for COVID-19 response activities. These activities include COVID-19 vaccine outreach and distribution to include planning, education, and administration. It also may include the facilitation and investigation and follow-up of reported COVID-19 cases and contacts. Response activities may include support of local area schools. Other assignments will include entering information in disease reporting and contact monitoring systems, communicating and providing guidance to community partners, responding to outbreaks and providing prevention and intervention guidance. Assignments may include specific outreach or other activities in response to community need.

The incumbent may also participate as a member of the Communicable Disease team and will provide cross-coverage for other clinical services as needed. Assignments include direct patient care and community health education for the public and for private providers. The incumbent is expected to have a comprehensive working knowledge of immunization practices and communicable disease control.

Essential Functions

  • Participates in community clinics which may include COVID-19 testing and the administration of COVID-19 vaccinations.
  • Provides guidance to patients, staff, private medical providers, and community partners in the areas of immunization and communicable disease, as needed or assigned.
  • Provides consultation and training on vaccine administration to providers and other health care professionals.
  • Interviews people with suspected or confirmed COVID-19 and provides appropriate isolation/quarantine guidance.
  • Engages with cases and contacts to establish positive rapport by using a variety of interviewing techniques.
  • Determines a person’s close contacts during their infectious period.
  • Notifies close contacts of their potential exposure to COVID-19 while adhering to confidentiality laws and protocols, including HIPAA.
  • Addresses questions and concerns while employing de-escalations skills and the use of motivational interview techniques as needed.
  • Finds creative solutions to locate and/or engage with cases and contacts who may be difficult to reach or reluctant to engage in conversation.
  • Solves problems as they arise related to isolation/quarantine, specialized patient care, and wraparound service needs.
  • Provides guidance as needed to Health District staff, private medical providers, community partners and the citizens of Kitsap County in the area of COVID-19 disease investigations.
  • May assist District COVID-19 subject matter experts who provide assistance and guidance during an outbreak response.
  • May assist in the distribution of educational materials and handouts.
  • Keeps current with changes and updates from the State Department of Health, the CDC, and local health officials regarding COVID-19 and best practices.
  • Participates in and contribute to ad hoc special activities and assignments.
  • Provides ongoing disease surveillance, conducts communicable disease investigations and implements disease-control strategies.
  • Responsible for evaluating effectiveness of interventions, updating disease investigation protocols as necessary, completes, and submits appropriate case reports to the State Department of Health.
  • Collaborates with healthcare providers on prevention and control of communicable disease. Provides assistance and guidance during an outbreak response.
  • Prepares standing orders for review, develops clinic forms, educational materials and handouts.
  • Provides cross-coverage for all other clinical services as needed. Stays current on clinic protocols and associated regulations and compliance.
  • Utilizes electronic medical records and other electronic applications for timely data entry and required reporting.
  • Provides assistance in ongoing surveillance of influenza in our community. May administer vaccine, conduct investigations and collect specimens when indicated. Collaborates with healthcare providers regarding current CDC recommendations.
  • Participates in special projects and educational presentations related to communicable disease, including tuberculosis, public health emergency preparedness and immunization.
  • Provides public health support to community-based programs.
  • Participates in CD On-Call rotation when appropriate and responds to public health emergencies as required.
  • Completes timely and accurate random moments to comply with contractual requirements of Medicaid Administrative Match.
  • Accurately completes and submits electronic time card on a weekly basis as required.
  • Responds to public health emergencies as required by the District.
  • Serves as a resource person for staff; motivates and mentors staff in providing quality and appropriate quantity of work in assigned area utilizing resources efficiently; models and promotes team building skills among assigned staff.

WORK ENVIRONMENT & PHYSICAL DEMANDS

  • Work is performed primarily indoors in clinic and office environments, with occasional travel to attend meetings, conferences, seminars, etc. Work may also be performed in the field (physician’s offices, offsite clinics, public non-profit organizations, etc.).
  • Requires in-person interactions to include both internal and external customers. Being vaccinated against COVID-19 is required upon offer of employment and fully vaccinated prior to first day of work.
  • Requires the ability to communicate with others orally, face to face, and by telephone. Requires manual and finger dexterity and hand-eye-arm coordination to write and to operate computers and a variety of general office equipment. Requires mobility to accomplish other desktop work, retrieve files, and to move to various District locations. Requires visual acuity to read computer screens, printed materials, and detailed information.
  • Duties require carrying a cell phone or other electronic device to provide on-call coverage, as well as being available to work as needed to meet District needs, which may include evenings, weekends and holidays and/or on a 24/7-hour basis.
  • Exposure to individuals from the public who are upset, angry, agitated and sometimes hostile, requiring the use of conflict management and coping skills.
  • Frequently required to perform work in confidence and under pressure for deadlines, and to main professional composure and tact, patience and courtesy and all times.
  • The incumbent is required to use the combined senses to touch, sight, smell and hearing during on-going client assessment. Duties require the ability to read typewritten and/or handwritten orders and notes in patient charts; measure medications; distinguish colors; observe changes in a patient’s skin color and condition; hear through a stethoscope to measure patient’s blood pressure and listen for heart and lung sounds.
  • Coordination and dexterity to pour/measure medications; change dressings; and administer medications/ immunizations subcutaneously and intramuscularly.
  • Strength and stamina to restrain out-of-control child receiving immunizations.
  • Ability to move freely throughout the work setting and to respond to emergency situations quickly.
  • Off-site visits require the incumbent to carry supplies and/or equipment up and down stairs as well as into and out of a vehicle on a daily basis.
  • While performing home visits, the incumbent encounters unsanitary conditions, animals (pets), and clients and/or family members who are smoking, exposing the incumbent to second-hand smoke which may cause allergic reactions and/or illness.
  • The incumbent is exposed to emotionally disturbing experiences. The incumbent is expected to remain calm, controlled, and professional regardless of the situation and to demonstrate care and compassion to the client, family member and other members of the health care team.
  • Regularly the incumbent will be required the ability to lift/and or carry objects and materials up to ten pounds. Occasionally, the incumbent in this position may be required to lift/carry objects up to twenty pounds; rarely the incumbent may be required to lift/carry objects up to fifty pounds.
  • May be required to stay at or return to work during public health incidents and/or emergencies to perform duties specific to this classification or to perform other duties as requested in an assigned response position. This may require working a non-traditional work schedule or working outside normal assigned duties during the incident and/or emergency.

Education & Experience

  • Bachelor’s degree in nursing (BSN) from a school accredited by the National League of Nursing with coursework that includes a community health component; or
  • The combination of a bachelor’s degree in a related field, such as public health or health education, and at least four years of public health nursing experience, may be substituted for the BSN requirement, provided the candidate graduated from a school of nursing accredited by the NLN (diploma, AA or AS).

Licenses, Certificates & Other Requirements

  • A valid license to practice as a Registered Nurse (RN) in the State of Washington is required. All required licenses must be maintained in an active status without suspension or revocation throughout employment.
  • Performance of job duties requires driving on a regular basis, a valid Washington State driver’s license, the use of a District fleet vehicle, and proof of appropriate auto insurance.
  • Incumbent must obtain required digital certificate for access to State and other secure data reporting systems.

Confirmation of offer of employment is contingent on completion of a successful criminal background check.

This is a provisional opportunity. Provisional employees are hired for period of time up to a maximum of two (2) years. Provisional employees are eligible for District benefits prorated based on their full-time equivalence, however, they are not eligible to use accrued paid leave until completion of six (6) months of provisional service, except in certain circumstances covered by State statute. The employment of provisional employees may be terminated for convenience at any time, with or without notice, and without the right to appeal.
