The Fresno County Department of Public Health is offering a rewarding supervisory opportunity for a Public Health Nurse interested in expanding their career as a Supervising Public Health Nurse.

The Public Health Nurse classification series is primarily oriented to the provision of community nursing services. These services focus upon concepts of prevention, early intervention, communicable disease investigation, case management, and health education. Services may be delivered within the department, in homes, clinics, schools, and by liaison agreements, with other agencies or organizations. Services include: assessment of individual, family, or community health status; referral to appropriate organizations for treatment; demonstration and teaching of health concepts to individuals and groups; mobilizing of community resources to provide for continuity of client care between acute and extended care facilities and the home.

The Supervising Public Health Nurse classification is the full supervisory classification in the Public Health Nurse series. The selected candidate will be responsible for interviewing, selecting, training, assigning, directing, monitoring, evaluating, promoting staff and disciplining staff when necessary. Additionally, based on program need, incumbents may provide direct client care.

Please note: The current vacancy exists in the Communicable Disease Investigation program within the Community Health Division. However, the eligible list established from this recruitment may be used to fill vacancies in other divisions or programs as they occur.

Positions in this classification are in Medical Group III - Heavy Physical Activity (Personnel Rule 8). This group includes positions which require heavy physical effort using arms, legs, back and trunk in frequent lifting, pushing, or pulling objects weighing (or offering resistance equivalent to) over 25 pounds. Generally, considerable bending, stooping, squatting, twisting, reaching, as well as standing and walking are involved. Physical stamina is usually required and explosive strength using bursts of energy may be required, depending upon specific position assignments.

Minimum Qualifications:

Experience: Four (4) years of full-time, paid work experience equivalent to that gained as a Public Health Nurse with the County of Fresno.

Substitution: Possession of a master's degree in Nursing or a closely related field that is acceptable within the United States' accredited college or university system may be substituted for one (1) year of the required experience.

Certificate: Valid Public Health Nurse Certificate issued by the State of California, Department of Consumer Affairs, Board of Registered Nursing

License: Valid Registered Nurse License issued by the State of California, Department of Consumer Affairs, Board of Registered Nursing.

License: Valid Class "C" driver's license, or equivalent.

SELECTION PROCESS

Depending upon the number of applications meeting the minimum qualifications and filing requirements, applicants may be scheduled for one of the processes listed below:

  • Oral Examination - An oral examination includes a panel consisting of at least two members within a similar field of expertise as the vacancy. Candidates are asked structured questions and must respond orally to allow the panel to evaluate the specific qualifications of each applicant.
    • If required, the oral examination will be administered in an online format via the Spark Hire interview platform.
  • Certify Without Examination - In instances where the number of eligible candidates is less than or equal to the number of qualified applicants the Department is entitled to receive under Personnel Rule 4212, the competitive examination process will be waived and the names will be certified without an examination.

Successful candidates will be placed on an employment list effective for a minimum of 3 months (may be extended up to an additional 12 months), and certified in final rank order as vacancies occur.
