OpEx/PMO Manager

To manage employees working in the assigned areas of responsibility within the Operational Excellence (OpEx)/Program & Project Management Office (PMO). Maintains the accuracy and completeness of assigned projects and programs within the Workfront (PPM) system per OpEx/PMO guidelines and department director instruction. Develops and executes program improvements aligned with strategic priorities. Provides leadership, coaching, and coordination for assigned PHC projects and programs.


  • Provides daily direction to direct reports and is responsible for management, including timecards, performance discussions, mentorship, and development plans.
  • Develops performance metrics for staff understanding the competing priorities of the organization.
  • Assigns workload and monitors performance, evaluates priority level and makes changes as necessary.
  • Meets with direct reports to review project and program status on a routine basis, provides feedback and guidance where appropriate.
  • Promotes team development and works with direct reports to establish development plans.
  • Responsible to inform staff on how to align project and program statuses across continuum of initiatives overseen by OpEx/PMO.
  • Develops tools and standard processes to track and measure the achievement of project based goals and objectives.
  • Works with the OpEx/PMO department head to identify and establish priorities, metrics, and processes for improvement of projects and programs.
  • Develops and reviews project proposals, coordinates activities of department personnel to ensure project plans are sound, executed per schedule, and within prescribed budget, and supports problem resolution as required.
  • Develops conceptual and detailed design plans for new projects, in collaboration with management and business partners.
  • Develops reports and presents information to all levels of PHC leadership, as requested Provides customer support and is responsible for customer satisfaction.
  • Works with the PHC leadership team to develop a culture of continuous improvement, project, and program management best practices.
  • Follows and enforces PHC policies, and makes recommendations for improvement.
  • Produces, evaluates, publishes, and maintains PHC’s program reports and makes recommendations for improvements.
  • Other duties as assigned.


Education and Experience

Bachelor’s Degree in Business, Management, Project Management, or related field strongly preferred; minimum of two (2) years of relevant project management and operational improvement experience, preferably in a managed care/healthcare environment; experience in leading and managing staff of program/project managers.

Special Skills, Licenses and Certifications

Lean Six Sigma Greenbelt preferred. PMI (PMP) preferred. Solid collaboration and facilitation skills required. Valid California driver’s license and proof of current automobile insurance compliant with PHC policy are required to operate a vehicle and travel for company business.

Performance Based Competencies

Strong written and oral communication skills. Strong organizational skills to lead or provide support for multiple projects simultaneously within established timeframes. Ability to plan, implement, and report on operational programs and projects.

Work Environment And Physical Demands

More than 50% of work time is spent using a desktop computer. When necessary, the ability to lift, carry, or move manuals and reports, weighing up to 25 lbs. Ability to travel as needed. Must be able to work in a fast paced environment and maintain courtesy and composure when dealing with internal and external customers. Ability to function effectively with frequent interruptions and direction from multiple team members.
