The Fresno County Department of Behavioral Health has an excellent career opportunity available for the position of Deputy Director of Behavioral Health. The Deputy Director of Behavioral Health, reporting to the Director of Behavioral Health, works collaboratively as a key member of the executive team to determine policy, develop and evaluate programs, and formulate operational objectives within local, state and federal legal requirements, as well as County ordinances, policies, and procedural guidelines.

The Deputy Director of Behavioral Health is responsible for directing, administering, and managing a comprehensive multidisciplinary system of mental health and substance use disorder services and administrative supports. The successful candidate will oversee and ensure the integration, coordination, and quality of the department’s services, both clinically and administratively. Other duties include the development and monitoring of programs, policies, procedures, systems, budgets, and subordinate staff consistent with regulatory standards and departmental principles, goals, and objectives. The Deputy Director coordinates activities with other departments and outside agencies; provides highly responsible and complex administrative support to the Director of Behavioral Health; and acts as the Director in the Director’s absence.

This classification is in MEDICAL GROUP I - Light Physical Activity. This group includes positions which require only light physical effort and may include lifting of small, light objects and some bending, stooping, squatting, twisting, and reaching. Considerable walking or standing may be involved.

Minimum Qualifications

Education: Possession of a master’s degree that is acceptable within the United States’ accredited college or university system.

Experience: Five (5) years of full-time, paid experience as a Clinical Social Worker, Marriage and Family Therapist, Professional Clinical Counselor, Clinical Psychologist, or Registered Nurse in a health care setting; three (3) years of which must have been supervisory and/or management licensed work experience in a mental health or substance use disorder setting, which included the supervision of professional staff, with at least one of those years being full-time management duties.

License: Current valid California license as a Licensed Clinical Social Worker, Licensed Marriage and Family Therapist, Licensed Professional Clinical Counselor, Licensed Clinical Psychologist, or Registered Nurse.

Possession of a valid Class "C" driver's license, or equivalent, may be required.

At the time they submit their applications, such applicants must attest to meeting the requirement for California Board of Behavioral Sciences, California Board of Psychology, or California Board of Registered Nursing licensure and intent to obtain license in California. Applicable California licensure must be obtained prior to completion of a twelve (12) month probationary period or be separated from County service.

Supervision experience that is limited to clinical mentoring of pre-licensed staff, known as clinical supervision by standards of the Board of Behavioral Sciences, shall not qualify as supervisory experience in that the years of supervisory experience must include clinical and administrative supervision of all aspects of staff and program performance.

SELECTION PROCESS:

Depending upon the number of applicants meeting the minimum qualifications and filing requirements, applicants may be scheduled for one of the processes listed below:

  • Certify Without Examination - In instances where the number of eligible candidates is less than or equal to the number of qualified applicants the Department is entitled to receive under Personnel Rule 4212, the competitive examination process will be waived and the names will be certified without an examination.
  • Oral Examination - An oral examination includes a panel consisting of at least two members within a similar field of expertise as the vacancy. Candidates are asked structured questions and must respond orally to allow the panel to evaluate the specific qualifications of each applicant. If required, the oral examination will be administered in an online format via the Spark Hire interview platform.

Successful candidates will be placed on an employment list, effective for a minimum of 3 months (the employment list established may be extended for an additional 12 months) and certified in final rank order as vacancies occur.
