CHIEF FINANCIAL OFFICER

Program: Fiscal

POSITION DESCRIPTION

Responsible for the financial management and overall fiscal administration of Toiyabe Indian Health Project. Primary responsibility is the overall management of all federal, state and county contracts including completion of all cost reporting requirements in accordance within each funding agency’s policy. Responsible for the internal budget formulation and monitoring of the Project’s operations, payroll, budget endorsements and fiscal control. In addition, all financial training and technical assistance to member tribal programs will be accomplished by the Fiscal Department. Other duties as assigned.

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Assures that management of all the financial affairs of Toiyabe Indian Health Project (TIHP) is effective and efficient and in accordance with accounting and governmental standards
  • Assures proper internal accounting controls at all clinic sites.
  • Supervises all payroll and property functions.
  • Coordinates and provides financial technical assistance to all clinic sites.
  • On-going monitoring of the financial components of all contracts/grants and prime liaison on financial affairs with funding sources.
  • Development and monitoring of all budgets (state, federal and private funding sources) including development of timely reports for submission to all funding agencies.
  • Direct supervision of fiscal department staff.
  • Prepares regular financial reports to the CEO, Finance Committee and TIHP Board of Directors.
  • Supervises budgets and prepares all proposals for the development of TIHP and the coordination, compilation and development of budgets for subcontractors.
  • Directs fiscal staff in the preparation and submission of cost reports and the maintenance of policies and procedures for effective financial management.
  • Coordinates and solicits annual audits of TIHP.
  • Responsible for preparation and timely submittal of cost reports and annual tax returns.
  • Develop and maintains the Fiscal Policy and Procedure Manual in a timely manner.
  • Assures sufficient insurance coverage for TIHP, conducting periodic reviews.
  • Performs other job-related duties as assigned.

REQUIREDEDUCATION, EXPERIENCE, CERTIFICATIONS AND LICENSES:

  • Four-year degree from an accredited college or institution in accounting, financial management, business administration with a concentration in accounting or financial management, equivalent experience may be considered.
  • Minimum four years of supervisory experience in financial management, budget formulation and monitoring, and fund-accounting.
  • Experience in Tribal or non-profit fiscal management, i.e., governmental accounting.
  • Proficient in computerized accounting and spreadsheets, cost accounting and analytical methods.
  • Must be sensitive and possess an awareness and keen appreciation of Indian traditions, customs, and socioeconomic needs of the Indian community.
  • Cardiopulmonary resuscitation (CPR) certified or obtain within three months of hire.

PREFERRED EDUCATION, EXPERIENCE, CERTIFICATIONS AND LICENSES:

  • Completion of a Masters of Public Administration (MPA), Masters of Business Administration (MBA), or Certified Public Accountant (CPA) certification.
  • Bi-Lingual/Spanish Speaking

PHYSICAL DEMANDS:

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Sitting / Mobility: Approximately 20% of time is spent working at a desk. Balance of time (approximately 80%) is spent moving around work areas. Communication: Ability to effectively communicate with co-workers, patients and members of outside agencies, in person, by telephone, and by email. Vision: Ability to view medical records, effectively use a computer screen and interpret printed materials, memos, and other appropriate paperwork. Lifting / Carrying: Ability to occasionally lift and/or move objects weighing up to 60 pounds. Stooping / Kneeling: Ability to provide patient care, access files/stock supplies in low cabinets and shelves. Reaching / Handling: Ability to use hands to finger, handle, or feel; reach with hands and arms, input information into computer systems and retrieve and work with appropriate paperwork, equipment, and supplies. Office equipment including, but not limited to computer, telephone, calculator, copiers, and fax. Work is performed in a medical office/clinic environment, with continuous contact with other staff and the public.
