KHS reasonably expects to pay starting compensation for the full time position of Director, Business Intelligence, in the range of $153,597 - $199,676 annually.

General Purpose:
This position is responsible for assisting the Deputy Chief Information Officer in the development and execution of a comprehensive business intelligence strategy for the organization through the management of assigned technical teams. The Director of Business Intelligence will lead a highly talented team of multi-disciplinary resources that are responsible for the following: information architecture; organizational data development and visualizations; reporting and analytics; business process improvement; and data governance to leverage and promote data driven decision-making for Kern Health Systems (KHS). The Director must be capable of drawing sound conclusions; interpret and follow detailed and precise written and oral instructions; prepare clear, complete and concise reports for review; manage, evaluate, and train assigned staff; and have the ability to work well and effectively communicate with people of various professional, vocational and educational backgrounds.
Essential Functions and Responsibilities
- Establish a Business Intelligence (BI) department that leverages industry methodologies, processes, architectures, and technologies to transform raw data into meaningful and useful information for business purposes.
- Jointly responsible for the organizations strategies on combining data gathering; data storage; and knowledge management with the complex analytics needed to evaluate corporate data and information for key planners and decision makers.
- Establish a recurring model over acquiring, studying, and managing health data and applying medical concepts in conjunction with health information technology systems to help clinicians provide better healthcare
- Provider leadership and knowledge on business operations to influence the data models within the Operational Data Store (ODS) and Enterprise Data Warehouse (EDW).
- Create data strategies with Clinical Management to support the identification of operational initiatives to promote clinical outcomes and control the Medical Loss Ratio (MLR) of the health plan, by providing insights and analytical capabilities over the population health of the membership.
- Monitor the technology marketplace for new techniques or tools for recommendation, selection, and implementation of tools, software, or upgrades relevant to Business Intelligence and related disciplines.
- Establish strategies to ensure corporate governance of all data (i.e. structured data; unstructured data; and meta-data) and promoting alignment with the National Institute of Standards and Technology (NIST) Information Security (InfoSec) standards.
- Responsible for the creation of Business Intelligence policies, information retention, operational procedures, and service level agreements (SLA).
- Oversee and provide guidance to integrate analytical orientation to drive key success metrics related to corporate strategic plan and Goals and Objectives
- Provide leadership for business owners in analyzing processes looking for opportunities of improvement through automation and reporting to ensure alignment with operational activities and strategy.
- Collaborate with other technical peers (Director of Development and Director of Operations) to aid in business and technical development of corporate operations and projects while mentoring with Business Intelligence strategies.
- Build effective relationships, at all levels within the organization, to educate on data and information; guide through methodologies; and promote tools for business leaders to make change effectively within their departments through data-driven approaches.
- Create process and procedures that promote statistical inference or absolute measurement into data to provide information and understand about the health informatics of the population being managed.
- Collaborate with business leaders to identify and execute key descriptive and prescriptive analytics projects to improve organizational performance, reduce costs, and increase operational efficiencies.
- Build, manage, and energize a Business Intelligence department with a proven focus on delivering business results and providing excellent customer service.
- Establish a high performing team that can provide advanced, predictive, and optimization reporting/analytics/research to meet the needs of the organization’s leadership.
- Develop an understanding of BI tool architecture, functions, features and capabilities to guide users with data discovery and analysis.
- Solid understanding and skill with a variety of analytic processes and techniques, including but not limited to Health Informatics research and outcomes, measurement methodology development, hypothesis testing, statistical significance testing, modeling and machine learning.
- Provide strong data management and business intelligence technology depth, project management skills, requirements gathering sessions, and related abilities to facilitate and execute multidiscipline projects in accomplishing corporate goals and objectives.
- Act as a subject matter expert and an internal consultant to teams across the enterprise in accordance with their clinical, operational, and other strategic efforts that require advanced analytical support.
- Establish and managing strategic data acquisition processes with various trading partners, ensuring that all partnerships are leveraged to enhance the organization's overall data ecosystem and provide valuable insights that support Kern Health Systems' objectives."
Employment Standards
Education and Experience:
Bachelor’s degree in Computer Science, Mathematics or related field, and twelve (12) years progressive experience in a data-oriented technical capacity for a medium to large size organization preferably in health care. Five (5) years in the healthcare required. Agile Scrum Master Certification required. Master’s degree preferred.
Special Skills:
Highly proficient in applicable business software applications including Microsoft Office applications including Team Foundation Server (TFS); Preparation of business plans, analysis, financial projections, and programmatic and operational reports; Research and program planning; Agile Development; and Project Management.
Other:
Possession of valid California Driver’s License and proof of valid State required auto liability insurance. Required Travel Up to 15%.
