Director of Family Planning Programs – California

GENERAL DUTIES:

The Director of Family Planning Programs – California will oversee the Title X family planning program and serve as a primary point of contact and resource to Title X-funded health centers in California. The director will ensure compliance with Title X program requirements, guidelines, and priorities and identify opportunities for program improvement. In partnership with the Title X network and other strategic partners, safeguard the availability of equitable, client-centered, high-quality sexual and reproductive health care.

This position will be operating on a remote hybrid schedule based out of the Los Angeles office.

SPECIFIC DUTIES AND RESPONSIBILITIES:

• Rebuild, strengthen, and launch California’s Title X family planning services program.
• Serve as a primary point of contact for the network and strategic partners, including the Hawaiian Primary Care Association.
• Coordinate Title X activities and support the needs of subrecipients by working with other Essential Access departments – Research + Evaluation, Finance, the Learning Exchange, STI Prevention Center, and Public Affairs.
• Assist with writing and/or gathering information for annual Title X program reports, Title X competitive and non-competitive funding applications, quarterly financial reports, biannual progress reports, internal program documents, data requests, and other project-specific requests.
• Lead and conduct annual compliance visits, 3-year subrecipient program reviews, and other technical assistance activities, including producing, reviewing, and editing program evaluation reports, ensuring timely closure of program evaluations, and other correspondence with subrecipients.
• Collaborate with key program staff to plan and coordinate the annual Title X Business, routine program meetings, new agency orientation and other required convening’s.
• Supervise, train, and evaluate program staff.
• Represent Essential Access Health at public forums, conferences, coalitions, and meetings.
• Additional duties, as assigned.

KNOWLEDGE, SKILLS, ABILITIES:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required to perform this job.

• Master’s degree in Public Health or Public Administration -or- five (5) years of experience in health or business setting.
• Minimum of five (5) years of experience in program development, implementation, management, and monitoring (government and private funding preferred).
• History of successful staff supervision and management.
• Knowledge of and interest in community health and primary care practice environments and operations, including trends and concepts related family planning, public health, and/or social services.
• Excellent verbal, written, and presentation skills
• Demonstrated excellence in planning, organizing, and project management.
• Ability to develop and meet realistic deadlines.
• Excellent detail orientation, with the ability to assume and manage diverse projects.
• Ability to assist in facilitating progressive change.
• Ability to work independently.
• Ability to work under pressured conditions, i.e. short deadlines, changing health care environment, multiple demands, grant funding environment.
• Ability to develop administrative procedures.
• Ability to use electronic communication systems.
• Proficiency with Microsoft systems (Excel, Word, PowerPoint).
• Available to travel, including overnight, evenings, and some weekends.

CERTIFICATES, LICENSES, REGISTRATIONS:

A current California Driver’s License, current registration and current automobile insurance coverage is required if you drive on company business.

PHYSICAL DEMANDS:

While performing the duties of this job, the employee is occasionally required to stand; walk; sit; use hands to finger, handle, or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; talk or hear. The employee is occasionally required to lift up to 25 pounds. The vision requirements include: close vision, distance vision, peripheral vision, depth perception and ability to adjust focus.
