The Tanana Chiefs Conference provides a wide array of services in multiple facilities with our main location being the Chief Andrew Isaac Health Center--an award winning cultural super clinic located in Fairbanks--Interior Alaska's urban hub. The Fairbanks based clinic is itself a hub that serves the larger mission of supporting health and wellness to Indian Health Service beneficiaries including an Ambulatory Surgery Center, Ophthalmology, Audiology, Urgent Care, Hematology/Oncology Services, Dental Clinic, Imaging and a host of other services.

Job Summary: Job incumbent serves as the medical Specialty Services clinical leader and is responsible for the quality and delivery of these services in the Tanana Chiefs Conference region. Service lines under supervision include General Surgery, Urgent Care, Physical Therapy, Hematology/Oncology, Orthopedics, and Ophthalmology. Incumbent provides guidance and oversight of medical staff on the above medical teams. The incumbent will also serve as the medical director to Gateway to Recovery and TCC Sobering Center. Provides leadership as a member of the Medical Services Management team and reports to the Senior Medical Officer. Direct patient care is up to 50% of position.

Representative Duties: Under the general supervision of the Senior Medical Officer, job incumbent:

  1. Provides leadership and mentors medical staff in adhering to the TCC Ch'eghwtsen' model of service and guiding principle. This strives to provide timely and effective service along with the ability to interact with others in a way that inspires trust and demonstrates respect, compassion and empathy.
  2. Works with the Medical Services Management team to achieve Patient Centered Medical Home goals of service delivery.
  3. Works with the Medical Services Management team to assist TCC in achieving the Baldridge Award and maintain compliance with the Baldridge core values and concepts.
  4. Works with the Quality Management department cooperatively to ensure the Specialty Services Medical staff continually use data to drive change and quality improvement in care and services.
  5. Works with Medical Services Management Team and Primary Care medical staff to ensure ongoing certification with AAAHC and additionally Baldrige when achieved.
  6. Monitors, evaluates, and directs Specialty Services Medical care offered in the TCC region. Works with leads of medical Specialty Services to develop standards of medical care for TCC with the assistance of other medical staff.
  7. Provides direct patient care as a physician up to 50% of the time. May provide guidance to community health aides by sharing in telephone consultation, field trips and health aide training. May serve as a preceptor and collaborative physician for advanced practice practitioners. Shares in being on-call with other staff physicians.
  8. Works closely with the Quality Department, the Clinical Services leadership team and the Ambulatory Surgery Center Director to ensure a comprehensive transition plan for programs in the new Expansion of the Chief Andrew Isaac Health Center.
  9. Develops and implements policies, procedures and best practices for specialty medical programs in the process of supervising them. Will complete this in alignment with Medical Services Management Team, medical boards and committees within the medical staff including but not limited to the Medical Executive Committee and the Medical Practice Subcommittee.
  10. Oversees all training and continuing education for Specialty Services medical staff. Arranges medical education in-services and approves Specialty services medical staff training requests.
  11. Assures that Specialty Services medical staff are in compliance with all federal, state and local laws.
  12. Recruits, supervises, and evaluates staff to include Physicians, Physician Assistants, Nurse Practitioners, and Certified Medial Assistants for the Specialty services teams. Assures that professional credentials of Specialty Services medical staff are appropriate.
  13. Works with the Clinical Staff office to assure that Specialty Services medical staff are scheduled appropriately during clinic hours and that there are appropriate physicians on-call when the clinic is closed.
  14. Participates in the Medical Executive Committee (if assigned), Medical Practice Subcommittee and Morbidity and Mortality Review Committee. Serves as chairperson of monthly medical staff meetings and participates in monthly Quality Management Committee meetings. Participates in other medical staff committees as needed.
  15. Participates and assists with quality management activities that include, but are not limited to credentialing and privileging, peer review, and clinical quality of care reviews for the Specialty Services medical teams.
  16. Manages the operating budget for the medical staff within funded limits. Identifies medical equipment and supplies needed. Prepares quarterly reports related to medical staff activity and productivity.
  17. Coordinates with other department heads to provide leadership as part of the management team at TCC. Represents and advocates for the Specialty Services medical staff in meetings both within TCC and with other agencies. Represents Specialty Services medical staff in AAAHC and other accreditation reviews and other external reviews.
  18. Works with Primary Care Team Leads, CHAP Director and Telemedicine Director to ensure organizational goals of delivery of service and quality of care are achieved across the breadth of medical services of the organization.
  19. The incumbent will provide direction and work on clearly identifying long-term goals of this position and building the Specialty Services Department.

Minimum Qualifications

  1. Graduate from accredited U.S. medical school, successful completion of an ACGME or AOA accredited residency program. Medical Doctor must be licensed to practice in the State of Alaska.
  2. Minimum of seven years of experience as a staff physician.
  3. Prior experience in a public health setting preferred.
  4. Experience as a medical leadership role in another setting preferred.
  5. Board certified or board eligible.
  6. Must maintain staff privileges at Fairbanks Memorial Hospital.
  7. Must pass background check pursuant to federal Indian Child Protection and Family Violence Prevention Act requirements.

Knowledge, Skills, and Abilities:

  1. Strong verbal, interpersonal, and analytical skills.
  2. Computer skills required with proficiency in MS Word and MS Excel.
  3. Must maintain strict confidentiality.

Supervision: This position supervises medical staff associated with following programs: General Surgery, Urgent Care, Physical Therapy, Hematology/Oncology, Orthopedics, Ophthalmology, Gateway to Recovery and TCC Sobering Center.

Physical demands: Work is primarily in the Chief Andrew Isaac Medical Clinic and Fairbanks Memorial Hospital with occasional travel to village clinics. May be subject to harsh environmental conditions while traveling. Conditions include but are not limited to the following: travel by small, unpressurized aircraft, lack of running water, poor heat, and extreme weather conditions. Job incumbent must be able to lift and carry up to 50 pounds in support of patient equipment, and supplies. Position requires recurring bending, stooping, kneeling, stretching, and reaching.

Summation: Work is performed primarily in Fairbanks with close collaboration with other departments across the region. Working in and creating an environment of culturally safe care is essential.
