ESSENTIAL DUTIES:

Under direction, in a managerial nature, functions as the chief financial officer directing and managing the financial, accounting, budgetary, and grant administration operations for a City department, and performs related duties as required.

  • Plans and directs the work of professional staff engaged in managing, analyzing, and reporting on the department's financial matters
  • Oversees the department’s cost allocation plan, payroll costing and the reconciliation of time and effort reporting
  • Prepares budget proposals for grant applications through collaboration with program divisions
  • Monitors expenditures from grant funds, ensuring spending practices are in compliance with contract provisions and government regulations
  • Manages training opportunities for both internal and external stakeholders by acting as a subject matter expert for the department’s financial processes and systems
  • Directs and authorizes the preparation of fiscal reports summarizing and forecasting the department's financial position
  • Approves programmatic and operational budgets for delegate agency contracts
  • Provide financial analysis and reports, including preparation of reports and other information for the annual City budget process
  • Develop and implement financial policies, procedures, and systems
  • Assess and inform revenue/reimbursement strategies
  • Establishes and implements internal systems and controls to ensure the appropriate, efficient use of funding and to improve financial reporting of department receipts and expenditures
  • Acts as a liaison with delegate agencies, the City Comptroller’s Office, and the Office of Budget and Management

MINIMUM QUALFICATIONS

Graduation from an accredited college or university with a Bachelor's degree in Accounting, Finance or a directly related field with 15 semester hours in Accounting or Finance, plus five years of professional financial management experience of which four years are in a supervisory role related to the responsibilities of the position, or an equivalent combination of education, training and experience, provided that the minimum degree requirement is met

Salary: $111,000 to $116,676
